City Clerk: Jimmy Crosby

Jimmy Crosby was first elected to serve as City Clerk in 2020. Crosby is a Bradford High School and University of Florida graduate, and has been a lifelong resident of Bradford County, along with his wife Leslie.  Crosby’s priorities as City Clerk are to improve the efficiency of the city’s systems and attract new economic development.

City Clerk’s Office Duties

The City Clerk’s office is tasked with preparing the city’s budget, issuing utility bills, and overseeing the city’s Building and Zoning Department.

City Manager: Russell A. Mullins

Russell “Drew” Mullins was appointed to serve as City Manager in October 2021. Mullins worked as a staffer for former Senator Jim Webb and has previously served as city manager in the communities of Pound and Coeburn, Virginia. Mullins is a graduate of the University of Virginia and resides with his wife Anna in Starke.

City Manager’s Office Duties

The City Manager’s office is tasked with overseeing public works, utility infrastructure, and the city’s police and fire departments.

City Attorney: Clay Martin

Clay Martin of Folds, Walker, and Maltby of Gainesville currently serves as the City Attorney. Martin has more than 20 years of experience in law, public policy, and government service, including a wealth of knowledge of Starke and Bradford County’s laws and ordinances.

City Attorney’s Duties

The City Attorney is tasked with providing legal guidance on developments and procedures to the City of Starke.
