Project Description:

Background: The City of Starke operates an extended air activated sludge plant with no primary clarifiers, which receives a daily flow of approximately 0.6 MGD with maximum flow of 0.98 MGD. The system consists of 2 parallel aeration basins with diffused air blowers followed by 2 clarifiers. The City of Starke operates solids handling via holding tanks and an aerobic digester. With this process, the City typically hauls 100,000 gallons per month of a 2% liquid sludge.

The City of Starke is requesting bids to reduce biosolids production/wastage of solids from the wastewater treatment plant and to further biodegrade the residual biosolids in order to further reduce the quantity and improve the quality with the option to produce a Class A biosolids, if the City desires and the need to haul arises. On site pilot study using liquid microbes to evaluate sludge production reduction. Bidder must meet the following requirements:

  1. Must have on site biofermentor for the main WWTF plant
  2. One-year operation experience in a wastewater treatment plant greater than 300,000 GPD
  3. Liquid microbes- minimum of 4000 lbs. per month
  4. Freight, labor and all materials to grow microbes included
  5. Microscopic analysis of floc structure, filamentous rating and viable counts with report 26 times per year
  6. Service visits at least 26 times per year
  7. 6+ months data showing no biosolids hauled and improved settleability or willingness to carry out a 6 month no cost demonstration
  8. Guarantee to reseed the aeration basin at Bidder cost up to once per year in the event that settleability due to ineffectiveness of the Program, excepting toxicity, spills or Acts of God


A responsible Bidder can fulfill the following requirements:

  1. The Bidder shall maintain a permanent place of business. This requirement applies to the

Bidder where the Bidder is a division of a corporation, or where the Bidder is 50 percent or more owned by a person, corporation or firm.

  1. The Bidder shall demonstrate adequate experience and sufficient equipment resources to properly perform the work under and in conformance with the Contact Documents. This evaluation will be based upon a list of completed or active projects. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may reasonably request. The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Project contemplated therein.
  2. The Bidder shall demonstrate financial resources of sufficient strength to meet the obligation incident to the performance of the work covered by these Contract Documents.
  3. Acceptance of the Bidder’s documentation and substantiation or Contract Award by the Owner does not relieve the Bidder of liability for non-performance covered in the Contract Documents, nor will the Bidder be exempted from any other legal recourse the Owner may elect to pursue.

  1. The Contract will be awarded to the responsive, responsible Bidder submitting the lowest Bid complying with the conditions of the Contract Documents. Award will be made on the basis of
    the prices given in the Base Bid or a combination of the Base Bid and Alternate, at the Owners option. The Bidder to whom the award is made will be notified.
  2. The City reserves the following rights: to waive clarifications and exceptions in awarding the bid/proposal in the best interest of the City; to accept or reject any or all bids/proposals; to waive any or all irregularities; and to award the contract to the most responsible and responsive Bidder/Offeror whose bid/proposal is determined by the City to be in its best

Sealed Bids for the construction of the FDOT CIGP Orange Street Resurfacing & Drainage Improvements project will be received by City of Starke, Florida, at the office of the City Manager, City Hall, 209 N. Thompson Street, Starke, Florida 32091 until 2:00 p.m. local time on Tuesday, April 6, 2021, at which time the Bids received will be publicly opened and read aloud.

The Project consists of the reconstruction of Orange Street, an existing, local 2-lane asphalt paved roadway, approximately 3,100 LF from SR-100/W. Madison Street (southern limits) to W. Weldon Street (northern limits), along with associated earthwork, drainage improvements, erosion and sedimentation control, striping and signage improvements, and other associated improvements. The project also includes water and sewer utility improvements throughout the project area, which consists of the construction of approximately 400 LF of 6” water main, 1,920 LF of 8” water main, fittings, valves, fire hydrants, connection to existing mains (and abandonment as required), and replacement and reconnection of existing water services; and the removal and replacement of approximately 1,850 LF of 6” gravity sewer with 2,000 LF of 8” gravity sewer mains, along with manholes, service laterals, and associated restoration.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis with additive alternate bid items as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is:  Mittauer & Associates, Inc., 580-1 Wells Road, Orange Park, Florida 32073, (904) 278-0030.  Prospective Bidders may examine the Bidding Documents at the Issuing Office, Monday through Friday (excluding Holidays), and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents will be provided electronically as portable document format (PDF) files and as printed Bidding Documents, both for a non-refundable charge of $250 per set payable to “Mittauer & Associates, Inc.”  Upon Issuing Office’s receipt of payment, the digital files will be emailed, and the printed Bidding Documents will be sent via UPS Ground.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

To be considered qualified, the Bidder shall be licensed to engage in the business of contracting in the state of Florida by the Construction Industry Licensing Board and shall have successfully completed as prime contractor a minimum of three (3) projects of a similar nature involving roadwork, paving, and drainage, as well as gravity sewer and potable water main replacements within the past five (5) years, each having a minimum contract value of $500,000, with at least one project having a contract value in excess of $1,000,000.  Additionally, the Contractor shall also be prequalified with the Florida Department of Transportation (FDOT) pursuant to Section 337.14 F.S. and Chapter 14-22 FAC.
